A democratic rule of law will always be connected and integrated from the three basic substances it contains, the constitution, democracy and the law itself. The legal protection in question is protection from all kinds of disturbances to tourists caused by theft, pickpocketing, fraud, extortion, persecution, or murder. The regulation of legal protection for tourists is regulated in Law no. 10 of 2009 concerning Tourism Article 20 letter c states that "every tourist has the right to legal protection and security". It is stated in Article 26 paragraph (d) that the tourism entrepreneur is obliged to provide comfort, friendliness, protection of security and safety of tourists.
